Yes, but you won't be able to do much. You need to get back to the airport at least two hours before your next flight, but you will have about 4 hours to see things like the Eifel Tower. You can take the train into the city and back to the airport.
Nope - once you've factored in getting out of the airport, getting into Paris, getting back, and checking in, you'll have very little time to actually do anything

Count on 45-90 minutes to land, taxi to gate, deplane and make it thru Passport Control, assuming you are flying into CDG. Another 30 minutes to make your way to the trains and then roughly an hour each way into Paris and back. You need to be back at CDG three hours prior to your scheduled departure as Security can be a pain. That pretty much covers most of your layover time.
You could cut the return to CDG to 2-hours prior ( I wouldn't recommend) and take a cab into the city and back (expensive) but that may only buy you an hour and a half in the city at most. And if its your first time in Paris - I wouldn't chance it…
You mentioned Global Entry Pass earlier - that only help your return back into the US. Its generally (if at all) not recognized in the Schengen Zone

It'll take an hour or more to get through customs, then you get your baggage and find a taxi into town or some other transportation. There may be other passengers with you which will make it longer. The airport isn't by any of the attractions like the Eiffel Tower, Louvre or anything else. It will be close to an hour ride from the airport to the city center of Paris (which is where most attractions are) with traffic. The airport is about 16 miles or so from everything else. There are some buses and trains you can take too but depending on how many stops they have that can take a while too.
On a lot of international flights, though Paris is a layover you may need to still collect your baggage. Baggage check at that point is the point of entry. If you do have to do this, you can try to check your bags again for your next flight, but some airlines won't take them until it's closer to the flight time
Then, you have to do all that to get back to the airport to and go through security again.

What are the reasons that could be? When I have tried to see the flight status for other flights, I have no problem seeing the Live Flight status, so why am I having difficulty for this flight.
