According to FAR 139.323 (b): For airports serving any air carrier operation when there's no control tower operating, a segmented circle, a landing strip indicator and a traffic pattern indicator must be installed around a wind cone for each runway with a right-hand traffic pattern.

For more information about the specifics of segmented circles and their components, look at Advisory Circular AC 150/5340-5C, Airman's Information Manual section 4-3-4, Aeronautical Information Publication chapter 5 (basically the same information that's in the AIM). Other publications like the Pilot's Handbook of Aeronautical Knowledge and the Airplane Flying Handbook have only minimal information about it.
