I checked in online (cebu pacific) and says we're already checked in but did not give us a boarding pass?

Flying to Vietnam (no checked in bags) and says that our boarding pass will be provided at airport counters?

I've checked in online before and got a boarding pass (but it was a domestic flight) And all the other international flights i've had, i have check in luggage so even if i check in online i still do bag drop. This is my first time traveling overseas with no luggage.

So where will I get my boarding pass? Do i still have to line up at the check in counters even if we will not check in luggage?

If it says you will get a boarding pass at the counter, then it looks like that's where you'll get it. Yes, you will have to line up, if there are other people also wanting to do things at the counter. Many airports now also have self-serve machines that can issue a boarding pass.

They like to be sure that you have basics like a valid passport and visa (if required) so on an international flight they like to see you before you board. That is why you need to pick up your boarding pass at the airport.
