Our carry-on hard bag measures 46" -1" over your 45" limit. Will this be a problem at the Airport?

If it is a hard sized bag then it will be a problem. If it is soft sided then do not pack it totally full so you can stuff it into 45 inches.

Which part of the word OVER do you not comprehend?
It can be an issue. Be prepared to pay the extra costs of being over.

The Airline staff may let it pass. THEY DO NOT HAVE TO.

If you need further information @Daniel clearly tells you a very good next step.

You are not required to stuff your soft sided item to bursting capacity.
@USAFisnumber1 covers that topic.
The wheels the handles and assorted other stuff all count in the measuring.

IF it it fits it fits.
IF it does not fit it does not fit. The extra charge on the plane is more than at check in.

First, this is not an airline website. You should contact the airline with questions you have.

Second, limits are there for a reason. A bag that exceeds the limits often will not fit in the space provided. If it's a soft bag that isn't fully packed, then it might be flexible enough to fit and shouldn't be a problem. But you should never count on being able to take an oversized bag, even just slightly oversized.

What airline allows carry on bags that big?
I fly both domestic and internationally frequently and the biggest carry on I have ever seen is 22"
OK my bad, you mean 45" linear, yes, that's over, most airlin make you check it in, if its not crowded they might let it slide
