Any "best" is a matter of opinion. What's best in someone elses opinion might not be the best for you. I believe SouthWest is the most popular airline used both nationally and internationally. Since Madrid is over seas it's international so you would need to go to an international airport and choose an international flight.
Best? There isn't one, really, including what I suggested about opinions above. They're all the same. An airline is an airline. A route that has layovers is usually cheaper than a direct flight from A (Houston) to B (Madrid) but also takes longer and has more chance of mistakes and confusion and delays etc.
No, Southwest doesn't do international. We like United, it makes less difference than you think unless you go to the premium airlines like British Airways or others. Go to the airline's website and start searching for flights.
