You get them offline.
Cheaptickets.com and expedia.com are some of the lowest ones I've seen for the US I haven't gone out of the US, though, so I wouldn't know about international flights.
Google it urself
There's no secret, magic website with the "cheapest" airfares. You have to do the research, and be as flexible as possible regarding travel dates.
Check the major travel sites (airgorilla, expedia, priceline, travelocity, etc.) and also check the airline websites. I have usually (not always, but usually) found the best fares on the airline websites.

Remember to check airlines like Southwest that do not use the travel sites.
You are > better off < buying the ticket directly from the airline unless a travel site or travel agency offers a significantly better price.
Avoid buying tickets from unknown "travel" websites as some of them are scams.
Check with a real travel agent to ask about promotional fares and special deals.
If you also need a hotel or rental car, check the cost of combining the purchases in a package.

The best way to get the cheapest airline tickets would be to shop around (view various websites for various prices), book months in advance with a reputable and an accommodating airline, book on the days when fare prices are not as high, and during times where air fares typically drop.
