Delayed flights are mostly due to the plane being late from its prior flight and does not change the plane or its seating. Sometimes it is for crew change delays or equipment checks or airport weather and traffic and that also does not change the plane or its seating.
If there's a change of plane equipment, the seating layout may be different and some people must be re-assigned. If a flight is cancelled and with luck able to be booked on a later flight, you take what you can get and complain after to the airline to try for a flight credit of some sort.
