You'll probably have to find a taxi or bus service that will take you there.
But it seems you need at least 2 hours to get from one airport to the other. There's also suggestion that there's a 'Limousine Bus' that will take you there.

Why did you book this itinerary? Haneda and Narita are on opposite sides of Tokyo, it's not a fast journey. There's a bus you can take, if you have plenty of time, or a train.
I never missed a flight by taking the bus (I've been to those two airports many, many times). The buses keep track of traffic conditions before you pay the fare, and the traffic on the highway from Haneda to Narita isn't that bad no matter the time of day. Plus they carefully account for everyone's luggage. Taking the train is fine too, just don't forget anything before departing the train (like I did once)
Do not take a taxi from Haneda to Narita, your wallet will be in serious pain.
Bus train or taxi. But why? Hong Kong to Houston I fly often. + you need recheck baggage allow a extra hour & a half for that + travel time. I would take a Taxi. Be the best & fastest way. Unless you have a long layover there. Easy to get lost in Japan not knowing the language there. If bus or train.
I made this mistake myself. Basically once you get your luggage, rush to the shuttle bus booth and get a ticket. When you get to the next airport. Rush to check in and luggage check. I literally had 30 minutes to check in Haha

You are legally entering Japan with your arrangement. You must pick up your bags - the airline will not transfer them for you. And if you are from some country with no visa waiver agreement with Japan, you will need a transit visa. If you don't do this, you'll be denied boarding before you even try to board your first flight.
