It depends on how you plan on getting from the airport to wherever you are going. JFK and Newark have the best public transit options. If you have a ride, then LaGuardia is fine, if you can deal with the construction. White Plains is even a viable option if you have someone to pick you up.
For the view would be this one. Limited flights but the view is much different than the others nearby.
