Will I get boarding passes at the same time?
I will be leaving from Vancouver (YVR) to LAX to Raleigh, NC on WestJet on June 17th. I have a 2 hour and 58 minute layover at LAX. From there, I will be departing on WestJet operated by Delta Airlines INC to Raleigh, NC. It's my first time travelling alone.
You usually get all of your boarding passes (for that day) when you check in for your first flight. So yes, you should get both boarding passes when you check in for your flight out of Vancouver.

Confirm your luggage is tagged to Raleigh. Both flights information should be on your tags.
Assuming that you bought it on a single reservation, yes. Delta and WestJet have a codeshare agreement.
Even if they don't give it to you, all you have to do is walk up to the gate at LAX and ask for one. Delta should also have customer service desks and possibly kiosks inside the terminal at LAX.
