No, I don't think so, because it's an emergency.

YES they will pay fees.
The most common one is for fuel to take off and continue on their way.

Depends WHY they are landing and what services need to be provided.

Is the plane on fire? Then fire services are needed. May be a charge.
Is the plane able to take off with out repairs?
If repairs are needed the Airline pays for repairs. Do the passengers need something? Maybe a meal or a place to sleep.
It will be arranged and the Airline gets a bill.

Is it diverted for an obnoxious passenger? The Police will arrest that person for no FEE.

A medical emergency? The local medical service will respond. What they might charge depends on situation.

Do the passengers need a special clearance by Immigration/Customs?
The Airline gets a bill for the staff time required to do this. Passengers might need to wait for hours for Agents to get to the Airport.

Airlines are well aware of these possible charges and know them as the information is readily provided by Airports to the Airlines.

Depending on situation they can be charged for a parking place, the use of a gate, luggage services, mechanical services, lavatory refresh, fresh water and so on.

Another thing not typically on hand at the Billings airport: Kosher meals. The local community provided them.

It is reasonable to assume that the Airline offered some sort of payment to those that provided the meals.

Many airports do not charge landing fees at all- even for non-emergencies. Those that do will still charge a fee for an emergency landing, but if the situation warrants it there could be a request to have the fee waived.

Not here, genuine safety related diversionary landings (i.e. Weather / emergency related) will not attract a landing charge. No-one wants to dissuade a pilot from landing if he should, just for monetary reasons, and I suspect that's the case everywhere. There will, however, obviously be subsequent fees for repairs, fuelling, hangerage, other ground services etc.

You can't just arbitrarily declare an "emergency" to avoid paying landing fees.
