I think you are asking if your carry on luggage is weighed. No! You are limited to size, and what you carry, and it must fit UNDER the seat in front of you, or in the overhead bin. So YES you can take your laptop with you.
Carry on luggage is not weighed. The critical part is the SIZE. Your checked luggage is weighed, and everything in the bag counts. Personally, I hate backpacks as carry on. People have then on their backs and forget about them when they're in line boarding. They turn and whack the person in back of them in the face with their backpack. That's happened to me many times. But if the backpack fits in the overhead bin or under the seat in front of you, you're fine. Keep in mind that on shorter flights, small planes are used, and they often have very small overhead bins.
