Will a High Sierra backpack count as a personal item on the United Airlines plane?

I've tried to measure it but depending on where you measure it, it comes very close to the restrictions and I just want to make sure it'll be fine as a PERSONAL item not a carry on because I only have basic economy.

If you are referring to this bag then unfortunately it is too big as a personal item and as that is all you are allowed under the basic economy ticket.

Use the official dimensions on the High Sierra description of the backpack. And do not stuff it to the limit. A personal item has to fit fully under the seat.

The only backpacks that fit as a personal item are junior ones. You get one personal item, which can be a handbag, a small duffel, a laptop in a case, or anything like it. It MUST fit under the seat in front of you. Overhead storage is for carry-on luggage also of size limits and their inclusion depends upon the fare. Take the longest dimension first and measure it at its longest point vertical or horizontal. It can't exceed 17 inches. Then measure the longest perpendicular dimension. It can't exceed 10 inches. The third dimension can't exceed 9 inches.

They with have a sizer and it does not easily fit without sticking out, the charge you for a gate purchase overhead item.

The measure is at the longest points, but if empty enough, it can be rushed down. It DOES NOT GO IN THE OVERHEAD. It must be stowed for takeoff and landing. It belongs where you might want leg and foot space, but you are giving that up.

Generally, backpacks can be squished a bit. If you have hard corners like from your laptop and those are the dimensions causing an issue, then you might have a problem. Most people have an issue with thickness because they overstuffed the bag.

The main point is that the personal item HAS to fit under the seat in front of you. That can be hard to predict- the space is smaller on smaller aircraft that do mostly short hops. And sometimes there's a support bar that cuts the space in half. Usually, if your item is too big, they'll gate check it for you. But I don't know if you'll get charged for that.

Be warned the cheap seat is cheap for a reason. They make up for it by charging for extra stuff.

Where it is longest, where it is widest and where it is highest.
The big parts need to fit with the smaller part too.
OVER is OVER the extra bumps latches hooks carry straps ALL COUNT.
If it is not Full you can squeeze it to fit.
If it does not fit you can be charged extra.

Your measuring at home is just guide. The Airline can measure. There's usually a sizing guide at most check in areas if your bag fits it fits all that matters.

It has to fit under the seat in front of you - and it must fit completely under that seat. If you can find the dimensions of your particular backpack online, use them as your guide. Don't stuff your bag completely full either.
