US airports do not have transit areas like many other international airports around the world. All passengers entering the US from other countries have to go through US Customs and Immigration, and the need the proper documentation to enter the US. Whether you need a visa depends on where you are coming from. (Note - If you are coming from Canada, you will go through US Customs and Immigration BEFORE you board your flight to the US, but will still need proper travel documentation).
Unless you are Canadian or from a country that can get a visa waiver (which still requires approval), you are probably going to need some sort of visa. Like MS said, the US doesn't have international transit areas and everyone landing in the US goes through customs and immigrations (or does it before arrival).
