Yes.
You'll have plenty of time.
It's about an hour from Charles de Gaulle to Eiffel. Then you'll have about 1 to 2 hour wait in line. The wait in line is about the same whether you go up the stairs or take the elevator. It's about 15 minutes to climb up to the first platform. Another 15 to the second. And another 30 minutes to wait in line for the elevator to take you to the top. Not much to do at the top except maybe get coffee/alcohol and take pictures of the city.
If your layover is 20 hours long, then that means that your connecting flights are on succeeding days.
What you want to do with that time is up to you. Certainly downtown Paris is close enough to visit during that time. You should check what the open hours at the Tower are.

It is plenty of time to > go to < the Eiffel Tower. However, tour agencies buy all of the tickets for each day so you have zero chance of being able to go up unless you buy a tour from an agency in advance.

Ah yeah, you could go into Paris for a few hours and see the Eiffel Tower and a couple of other things. Just make sure you're back at the airport in good time.

Yes, but first make sure you have the right visa or whatever other documentation you might need to enter the country. Also allow PLENTY of time to get back to the airport and go through security again.
