Yes, you can buy a non-refundable ticket for another person with cash or credit card.

You can buy a ticket. Most tickets can't be cashed in, but that doesn't mean the person is forced to use them. Most airlines will give a credit to be used within a year for another flight.

Unless you specifically purchase a Fully Refundable ticket, just about every other ticket has restrictions that mean you can't "Cash" them in. But even if it was possible to cash it in, the credit would go back to the same Credit/Debit card that was used to purchase the ticket.

However, that doesn't mean they have to use it. The person who has the ticket can just chose to not get on the plane. In that case the ticket is just cancelled, but no refund or credit is issued. It also doesn't mean that they may not be able to take that ticket and get a credit towards a different flight.

Not really sure why you want to know this, but short of getting a Court Order and having a person escorted onto a plane there's nothing that will force someone to use a ticket for a specific flight.

Can't be cashed in is easy. Most people who are paying for their own trip buy non-refundable fares. And even refundable tickets, if bought with credit card, will not be refunded in cash but only credited to the SAME card.

So to your agent, buy the ticket send the 'friend' just the confirmation number.
