Well, it would help to know where exactly you are, because there might be more services available depending on your location. But there are generally not transportation services that will drive you that far to the airport. You might be able to schedule an Uber or taxi, but that will cost quite a bit. You might be able to take a Greyhound or other bus service, but that could take a long time. There might be a train or other form of mass transit that gets you close to the airport (knowing which airport would also help). But without knowing more details, no one can tell you. It could be quite difficult to get there. Keep in mind that you need to be there at least 2-3 hours before your flight's scheduled departure.
EDIT: You still didn't say which airport. But based on your location of Hampton, VA - I know that Megabus operates between the two. I believe it's an evening route, so you might have to spend a night in DC. It drops off at Union Station in DC. You can easily take a train from there to Reagan Airport; there are buses and other options from there to Dulles. I believe Greyhound operates between the two, but you'd again have to get from there to the airport. Keep in mind that bus options will take more than 3 hours, and you have to consider additional transport times to the airport itself.

That's pretty far. But as someone else mentioned, it depends on where you're at. If it's in the middle of nowhere, then probably $200 to $500. I'm not joking. Most taxi companies have flat rates to nearby major cities and they're not cheap.
But if you're near a town thsts on the amtrak, you could get there cheaper.
Also, many major cities have bus service to major airports.

You failed to tell us where you are and what specific airport you are trying to get to.
Any sort of taxi or ridesharing app is going to cost you several hundred dollars, if you even find one who will do it. If you are close to an Amtrak line, that may be your best option even if you have to get a ride to the station. If you are in an area that isn't serviced by Amtrak you may look at something like Greyhound or other bus.
It is very likely that what ever method you select, you should plan on arriving the day/night before and finding a hotel to be sure you are at the airport ontime.
Yorktown Virginia or Hampton Virginia is your starting place.
You have failed to say which of three Airports that serve Washington you are wanting to go.
Just happen to t be travelling from a place with little public transport.
As an Uber driver likes to go home at the end of shift do you expect them to drive home 3 or 4 hours for FREE. They will expect compensation for their return back time.

Fare is about $20 to DC You still need to make your way to mystery Airport from the DC bus station.
Bus takes about 5 hours for your purposes depart 8 to 9 hours before flight departure time.to allow time to get to mystery Airport. There are about 5 buses per day.

Most uber/taxi type drivers will not take a fare that far as they have to cover their return time. You can try it will not be cheap.
