It's not a runway anymore. The numbers would be painted out.
By the way: runway numbers are based on magnetic north, not true north. But they don't designate either for abandoned patches of paving.
No, why would they bother? What purpose would it serve?
Besides, there's no need for extraordinary measures to assess the orientation. The runway true geographic orientation is known and would not change. Then the magnetic deviation--the one that drifts over time--would be the same for all the runways. And finally, only if the magnetic deviation changes markedly would there be a need to relabel a runway, since the runway orientation is rounded to the nearest 10 degree to determine its number.
True heading won't change.
