The State or local government has the original. You need a certified copy.

Really a thumbs down. Obviously people do not realize that a person's original birth certificate is on file with either the local clerk's office or county clerk's office. That is who the hospital gives it too. What the hospital gives the parents is NOT the official birth certificate.

Why would you ask anyone except the airline?

Copy should do.

I'm assuming you are traveling from or within the US Children/minors do not need ID until they reach the age of 18. (See link.)

Allegiant says that they strongly recommend that a 3-year-old have a birth certificate or other ID with a birth date. A clean copy should be fine

A copy is fine, and you very likely won't even need that. You don't need it at security - no ID is required at security for anyone under 18 and traveling within the US - and it's doubtful that they will ask for it at check-in or at the gate. I know that Allegiant says that they recommend you have one available, but I've never had them ask for a copy of my kids'.

Some airlines will require birth certificates to prove age for things like flying for free as a lap infant or for flying alone without an adult, neither of which apply to you.

There's no reason they would need a copy of the Birth Certificate if you are flying Domestically.

The only case they would need ID for the child is if you were flying Internationally and that would require a Passport.

Ask the airline. The child needs ID so they know it is your child.
Also one parent travelling with a child internationally requires a letter from the other parent to say he or she has given permission. That is to prevent parents from abducting their children after divorce.
