They refund refundable tickets.

They offer fully refundable tickets but they cost way, way more. To be able to offer cheaper flights and manage capacity, airlines need some predictability in passenger loads. Therefore, once they sell a ticket they want it to stay sold. If you can't handle that, get a price quote on a fully refundable ticket.

They sell refundable tickets usually at full fare

If you purchased a discount ticket, you do so with the terms and conditions attached to it - non refundable being one of them. You agreed to those T&C's

The 24-hr window is required by law to allow passengers an opportunity to reconsider the purchase and travel plans. Otherwise, there are no legal requirements.

If you purchase fully refundable tickets, they are refunded. Certain airlines have more generous refund policies than others.

But this allows the airline to preserve its profits and be able to manage and organize its routes - if they let everyone cancel and easily get refunds, people would be changing their minds and canceling flights, and the airlines would be losing money. They would have a hard time identifying the ideal schedules of flights as well, and ticket prices would likely increase.
