Is it true that Frontier Airlines charges extra if you want water on the plane?

Frontier airlines, and other cheap airlines, charge for literally everything. Nothing is free. If you want a bottle of water, you pay for the bottle of water. They don't have tap water, only bottled.
If you want water, get it at the airport or just bring in an empty bottle and fill it up.

Don't entertain bringing your own on board. They will call the slack-jawed 'Marshals", and they will come and kill you…

Yes, the low-cost carriers don't provide anything for free. They don't offer "tap" water (and you wouldn't want to drink it anyway), so you have to pay for any bottled or can beverages that you want, as well as for any snacks.

You can bring an empty water bottle through security and fill it up after at a water fountain. Or you can buy a bottle from an airport shop before you board.
