Buy yourself some luggage scales. Try your local pound or dollar store. If you have home scales, weigh yourself, then weigh yourself holding your bag and see the difference.
Assuming check in at home (because once you check in at the airport it's too late and you are parted from your suitcase), invest in one of those hanging scales, made especially for suitcases. (You can even carry it with you, if there's some bizarre thing you are doing that requires you to check the weight again at the airport). They are accurate and you'll probably use it time and time again over the years. Not so accurate but still useful before your journey, are your bathroom scales.
At home if you have a measuring device
At your doctor's office.
At home either with a scale designed for that or by weighing yourself and then picking up the bag and weighing yourself with it and subtracting the two weights.
You can buy a luggage scale. You can also use a scale at home, as others have suggested.

On all the flights I've been on no one has ever weighed personal items i.e. Hangbag, backpack, etc. I thought the weight limit for he carry-on with a lowfare ticket was 10kg but apparently thats a combined weight with you handbag.
