Open cigarette's in carry on luggage?

I'm pretty sure cigarette's are fine in carry on but that accounts for an open pack as well, right? Obviously, am not bringing a lighter.

Secondary issue; I'm 18 and bought these cigarette's in Washington where it's legal, however I'm flying to California, where the tobacco age is 21. Is this going to be an issue at the airport? I don't know how they would know how old I'm based on my luggage so, just wondering.

Buying, giving, and selling to under 21 in California is illegal. Possession is not, and the law also excludes active military personnel.
Also, they are only searching for knives, guns, explosives, liquids in carry on;not cigarettes.
And, they now allow a lighter in carry on, but there are special rules for checked baggage for lighters.
PS- as a liquid, it should technically be in the 1 qt bag, but carrying it is better than in carry-on luggage and I believe it belongs in the tray with keys, etc.
