Sure, but you might have to go thru security to get inside the airport
You need to find out which restaurants are land side (before security - portably not many, IF any) and which are airside - which you can't access unless your are ticketed, and passed thru security.

You can eat at the places not behind the security line. Almost all are behind the security line.
There are a few.near the baggage claim area. On the arrivals level.

No. You have to have a ticket because all of the restaurants are on the secure side. The only thing on the pre-security is a small grab and go market in the baggage claim
I think there are very few, if any, restaurants before the secure area. You can't get to the secure area without a boarding pass for a flight.
I don't know this particular airport, but at ANY airport anyone can eat at any restaurant that is 'land side' - in other words, before the security check. You need a boarding pass to get past that.

I can't think of any land side restaurants at Mid Way. But have not been threw all of it. You have the ticket booths, security down stairs for unusual luggage. But after you get your ticket. You go threw security & then there were many 3rd rate cafes. That greatly overcharge you. That way you are trapped there. Many airports are getting that way. With tighter security.
