Checked luggage would definitely be an issue to make it. If you purchased it as a single ticket from an airline rather than matching up flights yourself, they know the minimum gap time needed. It assumes on-time or equal delays.
B4 and B23 are at opposite ends of the B Concourse of Terminal 1. This seems like a frankenstein ticket created separately. If in the back rows of the plane on the first leg you are really in trouble.
Distance between the two is about 2000 feet (610m), or about 8 minutes at a typical walk.
Google Maps doesn't even show B24, but Ohare shows it as a share with B23
You go as far as you can go in B towards the far end, and near the end is another sign for B19-24 as an extension.
It can be done, as long as you can get off one and hustle. It's worse than you think because the leaving plane closes door usually about 10 minutes before the departure time if on-time. If it is a single ticket, they know you need to make the connection and might hold the plane. If bought as separate tickets, they won't wait.
Its a legal connection so as long as your initial outbound flight is on time and you only have carry on, you should be able to make it. At least your connecting flight is in the same concourse
As long as your first flight is on time, you won't have any trouble. Those gates are not all that far from each other considering the airport you are in. If you are significantly late, then you might have trouble making it. In any case, head straight for your next gate when you land - then you can decide if you have time for a restroom or snack break.
I wish people would give more information when they ask these questions. Can we assume that you are not coming in from an international flight if you're landing at B? Are these two flights with the same airline? Will your luggage be checked through to you destination? If so, you should certainly be able to make an 8 minute walk, even if it takes 15 minutes to get off your first plane.
Isn't it amazing how a lot of times when these questions come up they always chose the two most extreme gates in the terminal.
As for can you make it, yes that is at most a 5-10 minute walk depending on how fast you go, so as long as your first flight is on time you will have no issues at all. Even if your first flight is a little late you won't have an issue.
If by chance your first flight is a bit later, if you bought it on the same itinerary they know you are making a transfer and will hold the flight for a while.
Assuming your flight is not delayed, you should have enough time. The good thing is that your flight is in the same concourse. While Concourse B does have a lot of gates and you are going from 1 end of the concourse to the other, you should have plenty of time. The walk should be no more than 10 minutes. I have walked through Concourse B at ORD a number of times and you should be fine.
Assuming your first flight is on time, more than likely. However, gate assignments are always subject to change and United operates on both Concourse B and C. Concourse C is accessed through an underground walkway and is about a 5 minute walk for most people.
If you can walk about 1.5 blocks in 45 minutes, you will be fine.
If you can't, register for a cart or wheelchair to meet you at the gate when you land.
MAYBE it is possible for most.
While you be able to the day your flight arrives is unknown
You do know that from time of landing you do not get off your flight the next second
and boarding for next flight can stop 5-10 minutes before departure.
If your first flight is delayed, if you are not one of the first off the plane it will depend how fast you are prepared to run.
Your time available from your listed times is closer to 25-30 minutes.
WARNING gates assigned can change at last minute. BE ALERT and check Airport screens as you race along. They get updated FIRST
Everyone else on the plane also wants off first.
It can be done. It is not guaranteed you will be able to.

I've never flown before so I don't know much about flying, if I take a connecting flight, do I have to pick up my luggage and check it in again when I arrive at the connecting airport? Or does it go directly to my final destination? (sorry if this question seems dumb)
