How do I find dimensions that match the exact airline I'm traveling?

I'm planning this europe trip to a bunch of places. During the trip, I use 3 different airlines. Of all of them, i calculated the smallest maximum luggage requirement for a carry on and a personal item.

21 x 15 x 7.8

15 x 11 x 3.9

Maybe i'm looking incorrectly, but for the life of me I can't find baggage online that has the requirements I need. Any advice on where to look, how to look, would be deeply appreciated.

Ask an expert? Do I look like a genius?

They should be on the airlines website. If not, you can call the airline directly and ask

Which airlines are you taking? I can find no airlines with those dimensions. Look on the airlines website - the measurements should be in CM rather than Inches - for Europe. One of the smallest we have is Ryanair where you are not allowed a cabin bag (Unless you pay big bucks for one), but a small bag 40 x 20 x 25 (15.7 x 7.87 x 9.84 Inches)
Amazon will have a selection of suitable luggage. Try searching for "Hand Luggage for XXX Airways"

All airlines have a baggage website, and the information about weight and size limited for checked bags/hold luggage is provided there.

What is United Airlines' (UA) carry-on baggage policy?
United Airlines (UA) allows 1 carry-on bag and 1 personal item (purse, briefcase, laptop bag) per passenger fee free.
Carry-on should not exceed the following size and weight restrictions:
45 linear inches (22 x 14 x 9 in) or 115 centimeters (56 x 36 x 23 cm) including handles and wheels
Fit in the overhead bin or under the seat in front of you.

Your dimensions seem very small.
15x 11x 3.9 seems more for your briefcase or purse, not your carry on luggage

What airlines are you flying?

Try ebags, if they don't have it, you won't find it. As an aside, you had 4 people(bots?) answer your question that either didn't read it weren't smart enough to comprehend it.

Aren't you doing this the wrong way? Find out the maximum dimensions for all the airlines you are travelling on, then get baggage that meets the smallest allowance.
