Is it cheaper to buy extra baggage at the airport a few hours before the flight or through the airline via website, phoning etc?

I think it's the same either way, but you'll have to consult the airline you're flying with.

I think it's the same.

The answer may depend on the airline.

At several budget Airlines (Spirit, Ryanair, Air Asia, and more), baggage fee is highher at the airport than when prebooking on their website.

USUALLY cheaper when purchased in advance.
It allows the the Airline to plan accordingly for replacement cargo to use the space. Not needed by luggage.
As there are hundreds of Airlines they each have slightly different policies and procedures for the charge for extra luggage.

Sometimes there's no difference in cost. On many of the low-cost carriers, it is cheapest to pay for your luggage when you book, and most expensive to pay for it at the airport when checking in; you can pay for it online between booking and check-in for a cost that usually falls in the middle.

Check your airline website for details.

It depends on the airline. This is where is PAYS to pay attention when you book your ticket.
Most airlines charge the same online, at check in and at the airport however a growing number of airlines, mostly in the ultra discount sector DO charge their luggage fees based on when you pay. Like with Spirit airlines, the cheapest fee will be paid at booking and before you get to the airport. You'll pay higher at the airport and for a carry on, if you fail to pay before you get to the gate, you'll pay dearly.

I work for an airline and can advise you it will always be more expensive if done at the airport.Go through the airline website and it will always be cheaper…
